Far as I know, yes the top layer will need to be on a cake board.  You can cut it to the size of the covered cake so it doesn't show and then put a  border to conceal the edge.

Yes. If you don't, it will sink. The cardboard and the dowels work together to hold up the second tier.

You said layers, I think you mean tier?  2 layers (or more) usually make a tier.  Yes- a cake board and some sort of support.  Bubble Tea straw (In My Opinion) are better than dowels.  Dowels tend to displace the cake, causing it to push out and it could be a problem, but the cake will go inside of the straws and it results in a more stable cake.:-)

Have you tried the PolyDowels which are much stronger than bubble straws?   http://www.ahcakedesign.com/cakesupports.html  I have worked in resorts and had to rebuild or build cakes that came in with Straws & Bubble Straws as supports and crashed.
