This is the inspiration for the middle tier?...are you frosting with buttercream? what is the occasion? I would keep the other two tiers simple as the middle is a complex design..maybe some complimentary flowers trailing from the middle down to the bottom tier and a simple border on each tier.
What about taking one of the components from the pattern, for example the only the yellow line pattern, or just a pink outline of the flower pattern on white for the top and bottom. Or even do the bottom in the pink flower outline, and the top with the yellow line pattern. The picture that I am attaching is a 5 tier cake, but I think it would be beautiful as a 3 tier with the center tier being the colorful one.
The tiers will not be stacked, are you saying to make top and bottom white and put flower patters on in ??not sure on suggestion.

Let me see if I can find a better image of what I am talking about. It wouldn't matter if it is not stacked...It looks gorgeous in my head.
