Tipically the florist does the flowers. On several occassions my daughter had done them. I do not recommend sticking flowers directly into the cake. Roses are okay, but I always recut the stems and put a little piece of either foil or plastic wrap with tape over the end so the sap doesn't leak into the cake. Sometime I add extra fosting to the place where they are going to be stuck on top of a small piece of foil (the frosting covers the foil) and then I stick the flowers into the frosting. If you know that you flowers are coming from a florist that sell herbicide free flowers and that they are non-toxic you would be safe sticking them in the cake, but that's a big risk. Wouldn't want someone getting sick from them.
