Thanks Sandra.  First I followed the directions found here:  http://avaloncakes.com/fix-dry-cracking-wafer-paper/ because my wafer paper was so brittle that I couldn't do anything with it.  Then after I cut the petals, I very lightly misted the petals and then just used a toothpick to curl the edges.

I can't believe you were able to achieve such a realistic rose with wafer paper!  How on earth did you get the movement and the curls on the petals?  Mine just sits there looking like paper.  Beautiful!

Thanks Betty.  Found this one a little easier to make.  My wafer paper was too dry & cracking but I recently found some information on how to repair it.
