Thank you, June!  Katy - thank you!  The cookie dough is left raw, however it needs to be an eggless recipe so that nobody is consuming raw eggs - then either blow torch or put them back in the oven to brown the meringue.  Personally, I look for any excuse at all to use my kitchen torch!  I found this recipe on joythebaker.com!

What's the process here Holly?  Is the cookie dough left raw and then you blow torch the meringue?  Or do you put the cupcakes back in the oven to brown the meringue?
