I saw it on cake central. I changed it up a bit though. I used red velvet cake but they colored white cake red. I made 2 -12" round red relvet cakes. I torted them into three layers each. I made an 8" round white cake colored with blue food coloring. I used the wilton paste colors and you use a good amount to get a good blue color. Cut out an 8" center of one of the red velvet cakes (all three layers) To put together you start with a full 12' round layer, frost with white buttercream, repeat all layers then place the blue in the center of the cutout layers. Works better if the layers are still somewhat frozen since they are thin. Slice the cake like wilton instructs for rounds and every slice looks like the flag. It is very impressive! Hope my insrtuctions are good.
