It's black fondant and the neon is buttercream. I thinned it with corn syrup an then microwaved it. That made it easier to use, and it made it dry and stay in place :)

I made a HUGE mess!!! It was all over my shirt, my pants, my shoes, the counter, the floor, EVERYWHERE!!!!! Hardest part of making this cake..............cleaning up after making it!!! :/
