Hi Denise, 

Do you mean 12" long and 4" wide, ie an oblong, or do you mean 12" square and 4" high?  If you mean the oblong shape, then I think I would use the same as a 7" square, as that represents the equal amount of area, I think.  12 x 4 = 48, 7 x 7 = 49.  A member called Les Brown, has posted some very helpful amounts for a really delicious fruit cake in all sizes.  Follow this link to his post and see if any of that helps you - http://www.cakeswebake.com/forum/topics/weights-and-sizes-chart-for-les-best-ever-english-fruit-cakes
