Skunk cake

I've been asked to make a cake in the shape of a skunk (an elderly skunk with a walking frame!!!)  - so far no problem - does anyone have any suggestions how I can make the tail look "fluffy".

I intend to make the cake 3 D and cover it with fondant, any suggestions would be gratefully received.
