Patricia, this technique is called cornelli lace.  It is not that difficult to do.  When I am going to cover a cake like this I do the lace before I add the shell border.  Using thinned icing and a tip #1 or #2  just pipe a freehand string of icing as you move the tip making curvy lines without touching or crossing over itself in a random pattern.  Holding the bag at a 90 degree angle try to pipe the lines without scraping the cake.  I am not sure if this is the "proper" way to do this technique but it has always worked well for me. Love this cake... How do you do that design? I see it on alot of cakes. I am wanting to try it, but think mine will come out looking like scribbles.
