Connie, I started at the top with the thicker edge close to the cake and the thinner frilled edge standing up, and then propped it up with toothpicks stuck into the cake all around as I went slanting vertically. That way I didn't have to wait til the frills set up. I could just keep going and the next frill covered the holes from the toothpicks as I went. It actually wasn't a hard process...just very time consuming!!!

So did you start the frill at the top of the cake but upside down
