Sure Lisa.  One thing that might help, when you form your loops, rather than leave the two ends that come together flat, I like to cut mine into a V shape, so later, when I arrange them, I can get them into a tighter circle.  

I put a big pile of royal icing in the middle (diameter of a quarter about 3/4 inch to 1 inch tall).

Then I arrange them in layers. So I put my loops and some of the wavy ribbon ends into a circle formation, as tightly side by side as possible. Then I start a second layer on top of that, sort of resting this layers loops over the gaps of the ones below, so each loop is supported by two sloops underneath it (look at the pic). I keep this 'brick laying' effect going, filling in as best I can, with the last few loops being inserted in a vertical directing into that pile of royal icing.

I hope that makes sense. I basically just learned from a Wilton instruction manual that came with a package of fondant years ago.  The only thing I really modified was cutting the ends into a point because I found it easier to arrange with smaller tips.
