Here's what I will do: Stick your ribbon around the cake board. Bake the cake. Preparation:  first use your letter cutter to cut the letters except no. 1 on the bottom. No. 1 on the top should be hard so make it first too.Set aside. Put all of it on a wax paper with icing sugar so that it wont stick. Then cover the cake board  with black fondant.Prepare the rolled roses and cut the leaves with you leaf cutter. Rolled roses can be made by just making a strip about 2 inches  wide 5inches long or it depends on how smaller or bigger you want your roses to be.Fold it lengthwise then roll but making a little fold as you roll so that it will create a petal. Use fondant for roses.  For letters you can use gum paste or fondant too. Frost both of your cakes with the icing of your choice, place in the fridge for few minutes to harden the icing. Prepare pink fondant for covering the first layer then cover it on the cake. Cut the excess using pizza cutter. Cut white circles using round cutter and attach it to the first layer cake. Put a little royal icing in the middle of the black fondant cake board before placing the first layer cake. For attaching decors  use a brush with a little water or lemon extract. Put the second layer cake on a cake board too with exact size. Cover the second layer with white fondant. Before putting it on the first layer put dowels first so that it will support your second layer. Cut out pink fondant like the shape in the picture then put it on the white covered fondant. Measure the circumference of the cake, then cut 2  black fondant strips. Attach it around the cake using water or lemon extract too. Get Minnie and attach the No. 1. Use royal icing to attach Minnie Mouse because it is more stable. Just see to it that the royal icing can't be seen. Hope you learn from my instructions. Goodluck and I'll wait for the photos.

That is an adorable cake and should not be too hard.  You have some good advice from Maria above.
