Hi Kelly.  Yes, I would do as you say.  It does depend a little on what your cake type is, but it is always best to dowel for support, so that you don't get any sinkage.  If you put the top tier on a board the same size as the cake, it makes it easier to take off to cut separately, but doesn't show.  The number of dowels you use will depend on the size of your cakes.
