Stampin' up has a die for the big shot that will cut them out for you.
There are also alot of places on the web that sell them.

Hi, i looked for these for my son's wedding and they were so expensive, i found a thread on cc where you take the paper doilies and cut out the inside and use the lacy part and connect the edges, you can usually get the white one's at a dollar store, and colored one's at a party store, and they look really nice,

I have a big shot and have been thinking about getting the die for the cupcake wrapper. I am not super fond of the top of it though... there is a cricut cartridge that has one on it too.... I also have a cricut so will have to decide which way to go!
